Colombia: Law for victims passed by Senate Colombia's Senate has approved a law to compensate victims of the country's long-running civil conflict and return land to millions of displaced people. coach outletPresident Juan Manuel Santos hailed the law as "historic" in a Twitter message. One of the aims is to return land to up to four million people forced from their homes by rebels, paramilitaries and traffickers. However, implementing the law will be a huge challenge and officials estimate it may take a decade to restore land. For more than 40 years, Colombia has seen fighting and violence by guerrillas, paramilitaries and drug gangs, and the security forces. Cheap Women Nike Dunk LowThis led to Colombia having one of the largest populations of internally displaced people, officially put at 3.4 million by the UN refugee agency, the UNHCR. The conflict has lessened in recent years but the process of giving financial compensation to victims and returning land to people will be a huge logistical task. Moves to restore land are already under way but illegal armed groups have tried to undermine the process. Several local leaders who campaigned for their communities to return to their land have been killed in recent months, rights groups say. Coach JewelrysThe law stipulates that those who qualify for compensation are the victims of "armed conflict", thereby differentiating them from the victims of common crime. Mr Santos's predecessor as president, Alvaro Uribe, fiercely resisted this wording, arguing that it equated the state's actions with those of the illegal armed groups. As a result, the law does not describe the armed groups as belligerents but as "terrorists", with the armed forces able to pursue them in defence of Colombian society. coach factory outlet cheap coach handbags outlet coach handbags outlet replica coach outlet replica coach handbags

Marks & Spencer profits up 12.9% after 'good' year Marks & Spencer says it has defied the retail gloom with a 12.9% jump in annual profits to £714.3m. coach outletThe profits before tax and one-off items came on sales up 4.2% to £9.2bn, with margins rising in the key clothing and food divisions. Marc Bolland, delivering his first annual figures since taking over as chief executive, said it was a "good year" for M&S. But he is cautious about future trading due to pressures on consumer spending. Even so, Mr Bolland told the BBC there were signs that customers were trading up and "looking for quality" again. "Price points are rising," he said. The chain runs 600 stores in the UK and 300 overseas, and recently announced plans to move back into France. Kids Dunk HighBritain's biggest clothing retailer also said on Tuesday that it would begin testing new store formats from October. These stores will be tailored more to their locations, selling products selected against five local criteria - affluence, demographics, competition, regionality and ethnicity. The stores would also have improved layouts and signs and better showcase M&S' sub-brands. For example, a town known to have a large number of families might see its local M&S store stocking far more clothes for children. coach factory outletMr Bolland, the former boss of Morrisons supermarket, described the economic outlook as challenging because of a squeeze on consumer spending and higher commodity prices. However, he said that the recent sharp rise in cotton prices had less impact on M&S than on rivals, many of which sell cheaper goods in which raw materials make up a larger proportion of the price. Fightback M&S, which sees 21 million customers pass through its doors each week, was hit by the recession when its mid-market positioning left it exposed to consumers moving to rivals Kids Dunk Low. A fightback included initiatives such as its Dine In For £10 promotion, and an advertising campaign featuring X Factor judge Dannii Minogue, former footballer Jamie Redknapp, and model Twiggy. The result has been a increase in clothing market share of 50 points to 11.7%, with growth across all areas. Market share in food rose 10 points to 3.9% after the launch of 1,900 new lines. M&S also saw international sales increase 6.1%, and sales in the online operation rise 31%. Coach SunglassesAnalysts at Investec Securities said in a research note that the international arm performed much better than expected, in spite of continued weakness in Greece and the Irish Republic. M&S shares, which have risen strongly this year, closed down 11.4 pence at 385.6p. D&G shoes Cheap Nike Dunk SB Mid Cheap Nike Dunk High Cheap Nike Dunk Low Cheap Women Nike Dunk SB High

David Headley alleges Pakistan role in Mumbai attacks A man who scouted sites for the 2008 Mumbai terror attacks has testified in a Chicago trial that the Pakistani intelligence service had links to the group that carried out the attacks. Coach ScarvesDavid Headley was testifying against Tahawwur Rana, a Chicago businessman accused of helping plan the attacks. Mr Rana is accused of providing Headley with a cover to scout attack locations. Mr Rana has pleaded not guilty. His lawyers say he was tricked by Headley, a former friend. More than 160 people were killed in November 2008 when a group of 10 men stormed a train station, hotels and cafes and a Jewish centre, shooting and throwing bombs. Cheap Kids Dunk HighAt the opening on Monday of Mr Rana's trial, Headley testified that Pakistan's Inter-Services Intelligence agency (ISI) and militant group Lashkar-e-Taiba (LeT) coordinated with each other. The ISI provided military and moral support to the group, he said. He said a Pakistani agent paid him $25,000 (£15,500) for the operation. Headley has separately said he was trained by LeT. coach outletPakistan believes Headley is an unreliable witness and analysts expect Islamabad to flatly deny alleged links between militant groups and the Pakistani secret intelligence service. 'Friends with a terrorist' Mr Rana denies the 12 charges that have been levelled against him. His lawyers say he was tricked by Headley, a longtime friend from their days at a Pakistani military school. Mr Rana was arrested in 2009, and if convicted, he faces a life sentence. Cheap Kids Dunk Low"David Headley... has been manipulating people for years. Dr Rana is by far and away not the first," Mr Rana's lawyer Charles Swift said in his opening statement. Prosecutors say that in 2006 Mr Rana allowed Headley to open an office of his Chicago-based immigration services firm in Mumbai, which Headley then used as cover to scout sites for the 2008 attack. "The defendant knew all too well that when Headley travels to a foreign country, people may die," assistant US Attorney Sarah Streicker told jurors on Monday. coach factory outlet"The defendant didn't carry a gun or throw a grenade. In a complicated and sophisticated plot, not every player carries a weapon. People like the defendant who provide support are just as critical to the success." In November 2008, the 10 gunmen attacked the Taj Mahal and Oberoi hotels, a Jewish centre and a major train station, each of which Headley had scouted in advance. In March 2010, Headley, a US citizen who spent much of his childhood in Pakistan, pleaded guilty to taking photographs and video of the targets. He could face up to life in prison and a $3m (£1.86m) fine. Cheap D&G shoesIn addition, prosecutors say Headley and Mr Rana plotted an attack, which was never carried out, on Danish newspaper Jyllands-Posten, in revenge for its printing of cartoons featuring images of the Prophet Muhammad. Also charged with planning the Mumbai attack are four Pakistanis, including one said by prosecutors to be a Pakistani intelligence officer. None are in US custody. cheap coach handbags outlet coach handbags outlet replica coach outlet replica coach handbags Coach Sunglasses

Sunday Herald names footballer accused on Twitter A Scottish newspaper has named a footballer accused of being linked to a privacy injunction by users of social networking website Twitter. coach outletThe Sunday Herald is the first mainstream UK publication to do this. Its front page has an image of a man whose eyes are covered with a black bar which features the word "censored". It comes after Twitter users reacted to a footballer's attempt to find out who is putting information about him on the website by posting new messages online. The player, who an injunction says can only be identified as CTB, is involved in proceedings against former Miss Wales and ex-Big Brother star Imogen Thomas and the Sun newspaper. 'Unsustainable' nike dunk shoesIn recent weeks there has been heightened scrutiny of gagging orders such as injunctions and so-called super-injunctions - court orders that prevent the media from revealing even the fact that an injunction has been granted. In its editorial explaining the move, the Sunday Herald said it named the sportsman being linked to the injunction on Twitter because it was "unsustainable" for newspapers to be prevented from sharing information which is easily available on the internet. It said: "We should point out immediately that we are not accusing the footballer concerned of any misdeed. Whether the allegations against him are true or not has no relevance to this debate. Coach Boots"The issue is one of freedom of information and of a growing argument in favour of more restrictive privacy laws." Richard Walker, editor of the Sunday Herald, said: "It seems to us a ludicrous situation where we are supposed to keep from our readers the identity of someone who anybody can find out on the internet at the click of a mouse, and in fact many people have already done so." He added that he had taken extensive legal advice and was not expecting any legal consequences because the injunction was not valid in Scotland - only in England. His paper, he said, was not published, distributed or sold in England. The newspaper's website is not carrying the name of the footballer or the picture used on the front page of its printed newspaper. cheap nike shoes storePaul McBride, the paper's legal adviser, said: "Every child in the country with a mobile phone can now access Twitter or the internet and find out who this individual is, and the idea that the media cannot report it is frankly absurd." Asked whether the front page would increase newspaper sales, he said the decision to publish was "not taken on commercial grounds but on grounds of principle". Meanwhile, there has been widespread speculation on social media websites in recent days naming high-profile individuals who have allegedly used the English courts to protect their identities. On Sunday it emerged that the attorney general is being asked to consider prosecuting a journalist who allegedly broke a privacy order on Twitter. coach factory outletThe unnamed writer allegedly named a footballer, who is accused of having an affair, known in court papers as TSE. The attorney general's office said it would "consider the matter carefully" but had not yet received the request. On Friday, the findings of a year-long inquiry by a committee of judges and lawyers into the use of injunctions and so-called super-injunctions were revealed. The committee's report said super-injunctions were now being granted for "short periods" and only where "secrecy is necessary". Nike Dunk HighCommittee chairman Lord Neuberger, who is the most senior civil judge in England and Wales, said the internet "does add to difficulties of enforcement at the moment". He said the internet had "by no means the same degree of intrusion into privacy as the story being emblazoned on the front pages of newspapers", which "people trust more". However, he warned that modern technology was "totally out of control" and society should consider other ways to bring Twitter and other websites under control. cheap coach handbags outlet coach handbags outlet replica coach outlet replica coach handbags Coach Sunglasses

Netflix dominates US net traffic Movie and TV streaming site Netflix is now the single biggest source of internet traffic in the US, according to research. Coach Ergo HandbagsThe data, gathered by network monitoring firm Sandvine, showed that in March the site accounted for 29.7% of downstream traffic at peak times. That is more than web browsing and peer-to-peer file sharing. Experts warned that as the trend grows, internet service providers will face costly upgrades to satisfy demand. Even at off peak times Netflix accounted for a 22% average traffic share over a 24 hour period. The site's popularity is part of a wider change in the nature of internet traffic. Nike outletThe Sandvine report suggests that "real-time entertainment" - streaming of video and audio - is "continuing its journey to network dominance" and is responsible for 49.2% of peak time internet congestion in the US. That represents a 44% increase since Autumn 2010. Researchers warned that at the current rate it would make up 55%-60% of all traffic by the end of the year. In Europe, such streaming accounts for 33.2% of internet traffic, a percentage which has been rising for the past three years. Netflix is not available in the UK, but Sandvine said that the BBC iPlayer - the biggest streamer of commercial content in the UK - has a 6.6% share of peak traffic. coach outletYouTube remains the biggest video streaming site in the world, but the Google-owned site has shorter videos of lower quality - meaning small file sizes and less bandwidth consumed. Changing patterns of consumption present a big challenge for internet service providers which can struggle under the strain of big live events such as the World Cup or the Royal Wedding. Simon Davies, co-founder of UK-based IDNet, said ISPs were not geared up to take over from TV broadcasters. "The problem comes with events like the World Cup and the Olympics, where you get 'flash floods'," he said. Nike sb shoes"It's very difficult to engineer a network that can scale to four times when there's a 'flash flood'. The Olympics are going to cause a problem." In the past, ISPs could handle heavy-loads by slowing down certain services, such as peer-to-peer file sharing, at peak times to manage the load. "The problem with real-time content like movies or television content - especially or more so if it's live - is that you can't really do that because the user experience deteriorates," explained Sebastien Lahtinen from ThinkBroadband.com. A spokesman for the Internet Service Providers Association told the BBC that the industry has acknowledged the challenges. Coach Backpack Handbags"ISPs are aware of this issue and manage their networks appropriately to cope with high quality content and continue to invest in upgrading their networks to improve capacity. "ISPs also offer a number of broadband packages to accommodate users that require high bandwidth services. "The UK's broadband market is extremely competitive and continues to deliver the best service possible for the end user." However, Mr Lahtinen added that the user base demanding high-bandwidth services is growing rapidly, and that smaller ISPs may struggle to cope with investing in the necessary upgrades to keep a smooth service. nike dunk shoes"If you have an ISP that's growing very very fast, who's trying to avoid paying very large costs until they absolutely need it, that's when you're more likely to see those problems," he said. India row after Rahul Gandhi says police killed farmers A row has broken out in India after Congress party MP Rahul Gandhi accused police of killing farmers during recent protests against a new road. coach outletMr Gandhi said the remains of many murdered farmers had been found in Uttar Pradesh state. Local women had also been raped, he alleged. The state's governing Bahujan Samajwadi Party (BSP) has rejected the charges, saying they are politically motivated. Farmers say they are being forced to give up land for industry projects. The BBC's Sanjoy Majumder in Delhi says many see this is as a political row between the two parties ahead of local elections due next year. Kids Dunk HighBut acquisition of land for industry is a raging issue in India as it tries to balance the demands of a growing economy with the interests of its rural poor, our correspondent adds. The government says it will introduce a new law in parliament which will address the issue. 'Dead bodies' Mr Gandhi, a rising political star seen by many as a future prime minister, led a delegation of villagers from Uttar Pradesh to meet Prime Minister Manmohan Singh on Monday night. Coach NecklacesAfterwards, Mr Gandhi alleged that "quite severe atrocities" had taken place in the adjoining villages of Bhatta and Parsaul near Greater Noida, not far from the Indian capital, Delhi. He said there was a "heap of ash there with dead bodies inside". "Everybody in the village knows it. We can give you pictures. Women have been raped, people have been thrashed. Houses have been destroyed." Mr Gandhi's office circulated photographs purportedly showing the burnt remains of people killed in the protests. It is impossible to authenticate the pictures and Mr Gandhi has not said how many people he believes were killed. Kids Dunk LowA team of forensic experts is visiting the villages to collect samples. At a news conference later on Tuesday, the state police commissioner and inspector general of police both denied allegations of mass murder, burning human bodies and rape. The BBC's Ram Dutt Tripathi in Lucknow says land protests broke out in the villages on 7 May, and police sealed off the area. Many villagers are still unaccounted for, locals say. At least two policemen and a farmer are known to have been killed during the protests near Greater Noida. coach factory outletFarmers there say they have been forced to give up land for an expressway project linking Delhi with Agra, where the Taj Mahal is located. Mr Gandhi joined protesters last week and was briefly detained. Compensation The demonstrations in the Greater Noida area are the latest in a series of protests over attempts to acquire land for industry or infrastructure development in India. D&G shoesThe issue of land acquisition is highly sensitive - about 65% of the population rely on farming. According to law, the government can requisition any private land for a "public purpose". The Uttar Pradesh government says farmers have been given generous compensation - farmers disagree. Poor labelling of chewing tobacco hides risks More than 80% of chewing tobacco products sold in England do not comply with legislation, according to a report seen by BBC News. coach outletThe Race Equality Foundation together with the Action on Smoking and Health (ASH) foundation found that only 15% of such products are sold with relevant health warnings or adequate labelling. Many chewing tobacco products do not even state if they contain tobacco. People may be consuming harmful ingredients without knowing it. Amanda Standford, head researcher at ASH, says there needs to better regulation of the products. Cheap Kids Dunk Low''We need there to be an audit of all the products that are out there and then they need to be labelled according to current legislation. "That way consumers are at least better informed about whether it is safe or not to use them.'' Health risk Chewing tobacco is a popular form of smokeless tobacco and use is prevalent among South Asian communities. The products, typically imported from India and Bangladesh, traditionally contain a mix of areca nut, betel leaf, various flavourings and spices along with tobacco. coach factory outletThe ingredients may be combined together and sold pre-packaged. Products that are popular among South Asians include 'gutkha' and 'paan masala' - which is usually used as a mouth freshener, and is available both with or without tobacco. They are inexpensive and easily accessible in areas with large Asian communities. However, there is little regulation surrounding chewing tobacco products as compared to cigarettes. Cheap D&G shoesChewing tobacco is highly addictive and has been associated with an increased risk of mouth cancer, gum disease, and heart disease amongst users. Farhana Rejwan, from east London, has been chewing tobacco wrapped in betel leaf for over 50 years and has struggled to give it up. "My teeth have turned black from all the tobacco and my gums are really painful. I tried to quit a few years ago, but it was really difficult and I started up again,'' she says. Farhana has now enrolled on a programme with the Bangladeshi Stop Tobacco project to help her quit. coach factory outlet"I'm trying to stay busy, because I mostly chew when I'm bored. I've been doing it all my life so it's going to be difficult to stop, but I'm trying." Many Bangladeshi women like Farhana are addicted to chewing tobacco. In England, the highest proportion of self-reported use of chewing tobacco is among Bangladeshi women, at 19%, followed by Bangladeshi men at 9%. Chewing tobacco is embedded in many aspects of South Asian culture and traditions. Nike outletHowever, there are many misconceptions regarding the health risks associated with using chewing tobacco products. Jabeer Butt, Deputy Chief Executive of the Race Equality Foundation, hopes that the findings of the report will lead to better regulation of smokeless tobacco products. "There is an urgent need to improve both compliance and enforcement of regulation. cheap coach handbags outlet "It is important that we protect minority ethnic communities from the health risks associated with using these products.'' Puma first to publish environmental impact costs Puma has become the world's first major corporation to publish details of the cost of its impact on the environment. coach outletThe sports and leisure group said the combined cost of the carbon it emitted and water it used in 2010 was 94.4m euros ($134.3m; £82.8m). The figure includes the company itself and its suppliers. Puma said the figures would help it to build a more "resilient and sustainable business model", and prepare for potential future environmental taxes. Speaking at the launch of the company's environmental profit and loss accounts (EPnL) in London, chief executive Jochen Zeitz said reducing Puma's environmental impact would improve its future performance. Nike outlet"Sustainability is essential to the health and future of our business," he said. "The business implications of failing to address nature in decision making is clear - since ecosystem services are vital to the performance of most companies, integrating the true cost for these services in the future could have significant impacts on corporate bottom lines." Wider interest Puma enlisted the help of consultancy firm PricewaterhouseCoopers (PwC) and environmental research group Trucost to calculate the impact of its business on nature. coach factory outletThey found the impact of greenhouse gases was equivalent to 47m euros, while that of water use was 47.4m euros. The company's suppliers made up more than 87m euros of the total. Mr Zeitz said there had already been interest from other companies, including some "pretty significant corporations", in its findings. "I hope this will serve as a catalyst for us to work together to reduce our shared impacts across the supply chain," he added. cheap nike shoes storeAs a result of the environmental profit and loss calculations, Puma said it would ensure that outsourced processes such as embroidering and printing would be subject to the same environmental and social standards as its own manufacturing processes. The company has already set a target of reducing its carbon, waste, energy and water use by 25% by 2015. Mr Zeitz said simply offsetting carbon was not enough: "The primary objective has to be not to emit the carbon [in the first place]". Puma hopes to publish the results of the next phase of its EPnL, which will include the cost of waste and land-use change, in the autumn. Coach ShoesCharges of hypocrisy have been levelled at Puma over its sponsorship of Formula 1 and Moto GP, but Mr Zeitz told the BBC that his company was actively encouraging participants in these sports to embrace the sustainable agenda. 'Financial returns' Puma's EPnL is part of a wider move by companies to look at what is called integrated reporting, which looks to incorporate the cost and benefits of environmental and social impacts into financial accounts. "The reporting process is going through a fundamental change," Alan McGill, partner at PwC's sustainability and climate change department, told the BBC. Nike Dunk High"Companies are starting to understand that the sustainability agenda impacts on financial returns." Like many other business issues, it can help companies generate revenues, minimise costs and manage risks, he said. Driving the move to incorporate some reflection of companies' environmental impact into profit and loss accounts is the idea that the services nature provides are not infinite, and therefore should no longer be considered as free. Coach SneakersThese so-called ecosystem services upon which businesses depend include pollination by bees, flood protection by forests and genetic resources from plants used for live-saving drugs. As these resources become ever-more scarce, businesses will have to pay to protect them or, in some cases, replace them. In fact, in many cases they will be forced to pay, for example by regulatory instruments such as pollution taxes and higher insurance premiums. Nike Dunk Low Those companies that are taking action to reduce their environmental impact now, and therefore their associated costs, believe they can gain a competitive advantage over their rivals. replica coach outlet replica coach handbags Coach Sunglasses Coach Boots Coach Jewelrys

Physics cuts will damage UK competitiveness, MPs warn Deep funding cuts could put the UK's prominence in astronomy and particle physics at risk, MPs have said. Coach BeltsThe Science and Technology Committee says astronomy funding will fall by 20% over four years - the science budget's average real-terms cut was 14.5%. The MPs say some of the resulting cuts are likely to deter leading scientists from working in the UK. The government says it has protected the science budget but cannot make individual funding decisions. Committee chairman Labour MP Andrew Miller said: "If you don't invest in big science at the level it needs, it's going to have a big impact on our competitiveness and pre- eminence in areas that are important to the country." Nike outletThe UK has already had to withdraw from involvement in projects using ground-based telescopes in the Northern Hemisphere. Professor Dame Jocelyn Bell Burnell, who is president of the Institute of Physics, gave evidence to the MPs that these projects could be reinstated for a relatively small amount of money. "It only takes £2-3m to keep several Northern Hemisphere telescopes operating," she told BBC News. "The amount seems to me remarkably little and I observed when we met with the select committee that it would be no more than a banker's bonus." coach outletThe president of the Royal Astronomical Society (RAS), Professor Roger Davies, fears that this single decision may drive away many of the country's best astronomers. "The UK recruits in the global marketplace and there's a great deal of competition for the posts we do have available. If people are no longer able to have access to global facilities then they will think twice about moving here." The body that funds astronomy and particle physics, the Science and Technology Facilities Council (STFC) told the select committee that withdrawal from telescopes in the Northern Hemisphere was necessary to pay to have access to observatories in the Southern Hemisphere. Nike sb shoes'Wholesale' cuts Professor Davies acknowledges that there were plans to reduce the stake in some Northern Hemisphere observatories "but it's not at all true to say that they would amount to the wholesale cuts we are seeing now". The science budget as a whole received a more generous settlement in last year's spending review than many had expected. There were fears of cutbacks of between 20% and 30%. Instead it received a freeze in funding and an assurance that it would be ring-fenced for four years, amounting to a real terms cut of 14.5% over that period. coach factory outletThe cut to particle physics and astronomy research is much worse, partly because because STFC inherited debts of £75m when it was created in 2007. The funding body said in a statement that it shared the committee's belief that physics research should remain world class. "Particle and nuclear physics and astronomy, with space science and the other disciplines we support, play a crucial role in inspiring younger people to become involved in science, technology, engineering and mathematics," the statement said. A spokesman for the Department for Business, Innovation and Skills (Bis), which ultimately funds the research, said: "Despite enormous pressure on public spending, the £4.6bn per annum funding for science and research programmes has been protected in cash terms and ring fenced against future pressures during the spending review period. nike dunk shoes"The Haldane principle dictates that the government cannot intervene in individual funding decisions." cheap coach handbags outlet coach handbags outlet replica coach outlet replica coach handbags Coach Sunglasses

Coffee mooted as a breast cancer preventer Women who drink lots of coffee may cut their risk of developing one type of breast cancer, according to a new study, but experts are urging caution. Coach Heels&SandalsThe Karolinska Institute findings are based on nearly 6,000 women and suggest drinking more than five cups a day halves a woman's risk. But cancer experts say the evidence is not proof enough and women should instead focus on leading a healthy lifestyle to cut their cancer odds. They say the findings need confirming. The Swedish researchers are now doing more studies to dig deeper into the coffee question. Women Nike Dunk LowTheir initial findings suggest that coffee cuts the risk of an aggressive form of breast cancer called oestrogen-receptor negative breast cancer. Aggressive cancer Around one in four women diagnosed with breast cancer will have oestrogen-receptor negative breast cancer, which is often resilient to drug treatment and requires intensive chemotherapy. In the study, published in BioMed Central's open access journal Breast Cancer Research, post-menopausal women with and without breast cancer were asked about lifestyle factors and coffee consumption. coach factory outletThe findings revealed the association between higher coffee intake and lower risk of breast cancer. Research Professor Per Hall said: "We were surprised. But the result was clear. When we looked more closely the more aggressive form of cancer - the oestrogen-receptor negative - was reduced by over half, meaning half as many women who drank lots of coffee were diagnosed with this cancer." But he said what is not clear is why coffee might be having this effect. "We just don't know what might be behind this association. There are so many different compounds in coffee that it could be any one of them that could be having an effect." Kids Dunk HighThe other problem is the study rests on the women reliably recalling how much coffee they drink, and there is no record of what type of coffee they consumed - espressos, cappuccinos or decaf? Until more work is done, Professor Hall says he would not advise women to up their coffee consumption, especially since too much coffee can have side effects. Yinka Ebo of Cancer Research UK, said: "This study does not provide firm evidence that drinking lots of coffee can help reduce the risk of breast cancer as it relied on people with cancer remembering how much coffee they drank years ago. "Previous research on coffee consumption and breast cancer risk has produced mixed results, and the authors of this new study acknowledge that further work will be needed to confirm the findings. Coach Belts" He said there was good evidence, however, that women who are physically active, consume little or no alcohol and keep a healthy weight after the menopause are at lower risk of breast cancer. DR Congo: 48 rapes every hour, US study finds A study by US scientists has concluded that an average of 48 women and girls are raped every hour in the Democratic Republic of Congo. Nike outletThe study, in the American Journal of Public Health, found that 400,000 females aged 15-49 were raped over a 12-month period in 2006 and 2007. That rate is significantly higher than the previous estimate of 16,000 rapes reported in one year by the UN. The DRC says the figures reflect women being better able to report rape. Sexual violence has long been a dominant feature of the continuing conflict in eastern DR Congo. coach outletAmber Peterman, leading author of the study, said: "Our results confirm that previous estimates of rape and sexual violence are severe underestimates of the true prevalence of sexual violence occurring in the DRC. "Even these new, much higher figures still represent a conservative estimate of the true prevalence of sexual violence because of chronic underreporting due to stigma, shame, perceived impunity, and exclusion of younger and older age groups as well as men," she added. The BBC's Thomas Hubert in Kinshasa says the study is in line with earlier reports that found sexual violence was spreading outside of war zones and into Congo's civilian society. Government spokesman Lambert Mende told the BBC that recent increases in rape figures were a result of better reporting rather than rising violence. "The report itself of these scientists is an evidence of the state becoming more and more efficient by dispatching judges, prosecutors, police all over the country," he said. Hacker group Anonymous denies Sony attack Online vigilante group Anonymous has denied being behind an attack that led to the theft of personal data from around 77 million PlayStation users. But Anonymous said that it had been framed by online thieves to throw law enforcement off track. The group, which made headlines in December 2010 after it used software freely available over the internet to temporarily bring down the sites of MasterCard and Visa, said that its members were not credit card thieves. Coach Colette Handbags"Whoever broke into Sony's servers to steal the credit card info and left a document blaming Anonymous clearly wanted Anonymous to be blamed for the most significant digital theft in history," the statement read. Revenge attack According to Sony, the group targeted the company and facilitated the hacking in retaliation for the electronics giant's recent legal action against George Hotz. The US-based hacker was accused of breaking copyright laws by devising a way to change the operating system on Sony PlayStations. The case was eventually settled after Mr Hotz agreed not to repeat such behaviour in future. Cheap D&G shoesSony claimed that the massive data theft also coincided with a distributed denial-of-service (DDoS) attack on its website by Anonymous. Denial-of-service attacks take servers down by overwhelming them with traffic. But Anonymous denies all responsibility for allowing access to online gamers' data, including millions of credit card numbers. "No one who is actually associated with our movement would do something that would prompt a massive law enforcement response," said the group's statement. Nike outlet"On the other hand, a group of standard online thieves would have every reason to frame Anonymous in order to put law enforcement off the track." Apologies and compensation In a blog post on the PlayStation website, he wrote that the company was working on heightening security measures to "protect your information better than ever". He also offered compensation to US PlayStation Network and Qriocity users in the form of a year-long free enrolment in an identity protection programme. The programme includes a $1m (£608,000) identity theft insurance policy for each user, should they become victims of any future cyber-attacks. Nike outletIn a bid to reassure Sony's customers and regain their trust, Mr Stringer added that "to date, there is no confirmed evidence any credit card or personal information has been misused, and we continue to monitor the situation closely." Many PlayStation Network users have been upset about the company taking two days after discovering the theft before contacting law enforcement and almost a week to inform the people affected by the breach, after it was first discovered on 20 April. As part of its counter-action, YouTube's parent company Google accused Viacom of uploading some videos itself and manipulating them to look like amateur copies. The case against YouTube was eventually thrown out. Nike sb shoesIn its statement, Anonymous wrote: "Anonymous demands from Viacom a public press release to admit and apologise for the fraud and crimes that they have committed. "Anonymous also demands that Viacom allows everyone throughout the internet full rights to be able to express themselves. 'SlutWalk' marches sparked by Toronto officer's remarks A new protest movement sparked by a policeman's ill-judged advice to women students to "avoid dressing like sluts" has taken root in the US and Canada. Cheap Kids Dunk HighThousands of people - some dressed in jeans, others more provocatively - are taking part in marches, or "SlutWalks". The aim, say organisers, is to highlight a culture in which the victim rather than rapist or abuser is blamed. About 2,000 people took part in a "SlutWalk" in Boston on Saturday. Boston organiser Siobhan Connors explained: "The event is in protest of a culture that we think is too permissive when it comes to rape and sexual assault. Coach Sunglasses"It's to bring awareness to the shame and degradation women still face for expressing their sexuality... essentially for behaving in a healthy and sexual way," the 20-year-old told the Associated Press (AP) news agency. Workshops Police Constable Michael Sanguinetti had been giving a talk on health and safety to a group of students at Osgoode Hall Law School in Toronto when he made the now infamous remarks. "You know, I think we're beating around the bush here," he reportedly told them. "I've been told I'm not supposed to say this - however, women should avoid dressing like sluts in order not to be victimised." Nike outletHe has since apologised for his remarks and has been disciplined by the Toronto police, but remains on duty. Some 3,000 people took part in the first "SlutWalk" in Toronto last month. The SlutWalk Toronto website said the aim of the movement is to "re-appropriate" the world slut. "Being in charge of our sexual lives should not mean that we are opening ourselves to an expectation of violence, regardless if we participate in sex for pleasure or work," it says. "SlutWalks" have now been held in Dallas, Asheville in North Carolina, and in the Canadian capital, Ottawa, and are planned for Seattle, Chicago, Philadelphia, Reno and Austin. Everybody, from singles, couples, parents, sisters, brothers, children and friends, are encouraged to join in. Cheap Kids Dunk LowThe rallies typically end with speakers and workshops on stopping sexual violence and calling on law enforcement agencies not to blame victims after sexual assaults, AP says. Archbishop 'uncomfortable' over Bin Laden unarmed death Archbishop of Canterbury Rowan Williams says the US killing of unarmed al-Qaeda leader Osama Bin Laden has left "a very uncomfortable feeling". Cheap Nike Dunk SB HighBin Laden died in a raid on a Pakistani hideout, and the US initially said he was armed but later corrected that. Dr Williams said that when "faced with someone who was manifestly a war criminal... it is important that justice is seen to be served". But "different versions of events" had done little to ensure that, he added. The US said Bin Laden was a lawful military target and he had made no attempt to surrender. cheap coach handbags outletDr Williams, asked about the death during a press briefing on Thursday, said: "I think the killing of an unarmed man is always going to leave a very uncomfortable feeling because it doesn't look as if justice is seen to be done. "In those circumstances I think it's also true that the different versions of events that have emerged in recent days have not done a great deal to help. "I don't know the full details any more than anyone else does. But I do believe that in such circumstances when we are faced with someone who was manifestly a war criminal in terms of the atrocities inflicted it is important that justice is seen to be served." A spokesman for Archbishop Vincent Nichols, the head of the Catholic Church in England and Wales, said the Church would not be commenting on Bin Laden's death. 'Kill or capture Cheap Nike Dunk SB Low' Critics have raised concerns about the legality of the operation, after the US revised its account to acknowledge Bin Laden was unarmed when shot dead. But US Attorney General Eric Holder said Bin Laden was a lawful military target, whose killing was "an act of national self-defence". "It was a kill-or-capture mission. He made no attempt to surrender." The US has offered two different successive accounts of the killing of Bin Laden. Originally, officials said the al-Qaeda chief had "participated" in a firefight when he was shot dead. Nike outletOn Tuesday, the White House corrected this, saying Bin Laden was unarmed. But it still insisted that he was resisting capture - although it is unclear exactly how he did this. A White House spokesman suggested the initial confusion was the result of trying to provide a great deal of information in haste. The former head of the British Army, General Lord Dannatt, who is a practising Anglican, defended the action of the US special forces. He said that, while ideally Bin Laden would have been captured, his killing was "unfortunate but necessary". Lord Dannatt told BBC Radio 4's PM programme: "The special forces troops going in had been briefed, perfectly reasonably, that if Bin Laden was anything other than naked, he could be assumed to be wearing a suicide vest. coach handbags outlet"Unless he put his hands straight up and surrendered straightaway they had to assume that he had evil intent." Bin Laden killing: German unease over US reaction I have to say that my reaction to the death of Osama Bin Laden was unequivocal and loud, though in the interests of impartiality, I shall decline to describe it further. Cheap Kids Dunk LowBut after having a lucky escape in the South Tower just short of 10 years ago, I did come to see the attack on the World Trade Center as a personal attack, as an attempt to kill me - me among others, of course, but me. The lasting memory from the day was of the destruction and the anguish and the grief, but also of the quiet outrage that grew among New Yorkers. Friendship found I remember going into the bar I frequented that evening and it was full, but still quiet and pensive. Coach Hobo HandbagsThe barman caught each newcomer's eye and then shook their hands with both of his. And then I remember talking to those around me - familiar strangers, who shared an outrage that some alien man from far away had thought he and his henchmen could alter our ways of life. I immediately bought a shirt with the stars and stripes on it, to signify not my American-ness, because I'm not American, but my solidarity with a people among whom I had found friendship. Cheap Nike Dunk SB LowAnd I bought a "Wanted Dead Or Alive" T-shirt with a picture of Bin Laden on it, though, I've never worn it, certainly not in Europe. And certainly not in Germany, where there is a strain of anti-American feeling. Let me say first of all, though, that the overwhelming German reaction to the killing of Bin Laden here has been one of approval - but with some hint of questioning. On the approval side, the ultra-popular Bild could barely get a front page big enough to hold its headline: "Osama Bin Laden Tot!" - Osama Bin Laden dead - and then it spells it out: It was a "good day". But elsewhere there have been grumblings. Coach Op Art HandbagsDifferent take Nobody I know thinks Osama Bin Laden was anything but a bad lot. And nobody says he shouldn't have been killed, but there is also among the people I've met a hint of carping about the excess of celebration in Times Square and at Ground Zero. It plays, I think, into an anti-American-ness in parts of Berlin. And remember, the death came the day after May Day, traditionally spent by the anarchists of Berlin in riot, though this year not as vigorously as previously. The paper of the left in Berlin is the Tageszeitung - Taz, for short. It had a picture of wild, wild celebrations by ecstatic Americans on the front page. But its analysis is sober. Cheap D&G shoesIts columnist says the death of Bin Laden isn't the death of terrorism, and who can doubt that less than a week after three men were arrested in Dusseldorf for planning, according to the prosecutors, to kill many people? But then there's also a cartoon in the paper with a very different take. It shows President Obama holding a placard saying "Obama killed Osama" and underneath the caption: "This makes re-election certain." Is this a suggestion, I wonder, that killing Bin Laden was about crude politics in America? Nike outletI know what they'd make of that today, those people in that bar in Manhattan on the night of September 11, 2001. Portugal reaches deal on EU and IMF bail-out Portugal's caretaker prime minister Jose Socrates has announced that he has reached agreement on a bail-out from the EU and the International Monetary Fund. D&G shoesHe said the three-year loan was a "good agreement that defends Portugal". His office says that Portugal will be asking for financial assistance worth 78bn euros ($116bn; £70bn). Officials from the European Commission, European Central Bank and IMF have been working on a deal for three weeks. In a televised statement, Mr Socrates said that Portugal would be given more time to reach its budget deficit targets than had previously been expected. Cheap Nike Dunk SB MidThe deficit will have to be cut to 5.9% of GDP this year, 4.5% in 2012 and 3% in 2013. Portugal had previously aimed to reduce the deficit to 4.6% this year, 3% in 2012 and 2% in 2013. Austerity measures "I would like to announce to the Portuguese people that the government has reached agreement today with the representatives of international institutions on the programme of financial aid to our country," he said. Nike Dunk LowMr Socrates resigned as prime minister after failing to get austerity measures through parliament. There will be a general election on 5 June. The deal has to be endorsed by the main opposition parties. The deadline for the bail-out money to be in place is 15 June, when Portugal has to repay nearly 5bn euros of debt. Portugal was the third eurozone country to have to ask for a bail-out, after Greece and Ireland. Cheap Nike Dunk HighIts economy is expected to contract this year as a result of the latest set of austerity measures. Unravelling rescue There are still hurdles to be overcome for Portugal's bail-out deal. BBC business editor Robert Peston says there are fears that Greece's rescue is unravelling and that the Portuguese bail-out will not be the eurozone's last. Cheap Nike Dunk Low"Just at the time that Portugal hopes loans from the EU and IMF will be enough to tide it over, investors are increasingly of the view that a similar rescue of Greece hasn't worked and that Greece will have to write off portions of its huge government borrowings," he says. The great fear in the eurozone is that Portugal's bigger neighbour Spain will also need bailing out, which the EU may not be able to afford. There are also challenges to Portugal's bail-out coming from Finland, where the bail-out has become a big issue in the formation of a new coalition government, following last month's elections. Cheap Nike Dunk SB HighEU rules require all member states to approve, or at least not oppose, bail-outs. Prime Minister-elect Jyrki Katainen has said he will not be able to begin official talks on forming a government until 18 May, which is too late for Finland to be able to vote at the EU finance ministers meeting in Brussels on 16 May that would have to approve the bail-out package. Cheap Women Nike Dunk SB HighMr Katainen said he might have to ask parliament to vote on whether to endorse the deal before a government is formed, which might pose difficulties because there was much support in the elections for parties that oppose bail-outs. Marrakesh cafe bomb 'was set off remotely' Cheap Women Nike Dunk High The bomb that killed 16 people in a cafe in Marrakesh was set off by a remote-controlled device, Morroco's interior minister has said. Taieb Cherkaoui's comments came as he briefed lawmakers on Thursday's blast at the Argana cafe. The French interior minister says at least six of the dead were French. British travel writer Peter Moss was also among those killed, along with two Canadians, an Israeli, one Dutch national and two Moroccans. Mr Moss, from London, had worked mainly for the Jewish Chronicle. His family has been informed of his death. Two Marrakesh residents - who were near the cafe in the Djemaa el-Fna square - earlier told Reuters the blast was carried out by a suicide bomber. Nike Dunk LowNo group has so far said it carried out the attack in the major tourist spot. However, a video attributed to al-Qaeda in the Islamic Maghreb (Aqim), seen posted on the internet on Friday, included a threat to Morocco three days before the Marrakesh blast, according to the AFP news agency. The last serious attack in Morocco was in Casablanca in 2003, when 45 people - including suicide bombers - were killed. 'Heinous and cruel' On Friday, Mr Cherkaoui told deputies in Rabat that the bomb was set off "from a distance", AFP reports. Cheap Women Nike Dunk LowHe added: "Initial inquiries have shown that an explosive product made up of nitrate and ammonium and two TATP (triacetone triperoxyde) explosives, and also with nails." As investigations continued on Friday, details of the nationalities of those killed began to emerge. The Moroccan interior ministry also issued a statement saying seven of the 16 dead had so far been identified. In Israel, reports said an Israeli woman and her husband, thought to be Moroccan, had been killed in the blast. The couple, who lived in Shanghai, China, were said to be visiting her father for the Jewish festival of Passover. Nike outletOne Dutch national was also reported to have died and two others were seriously injured, the Netherlands foreign ministry said. They were part of a Dutch tour group. French officials added that seven French nationals were injured in the blast. President Nicolas Sarkozy branded the attack "heinous, cruel and cowardly", his office said. Mr Sarkozy spoke by telephone to King Mohammed VI, who ordered a "speedy and transparent inquiry" when he chaired a council of ministers at the royal palace in Fez. Cheap Kids Dunk HighParis has dispatched forensic investigators and anti-terrorist officers to help the Moroccan enquiry, AFP says. Moroccan Communications Minister Khalid Naciri told the AFP that "this was a terrorist act" and that the country would react "with diligence". "Morocco is confronted by the same threats as in May 2003," he said. Police said checkpoints had been set up at the entrances to Morocco's main cities. French intelligence and counter-terrorism experts are to travel to the former French colony on Friday, officials in Paris said. Jaycee Dugard kidnap: US couple plead guilty Cheap Women Nike Dunk High A California couple have pleaded guilty to charges of kidnapping and raping a girl when she was 11, and holding her captive for 18 years. Phillip Garrido, who had two children with his victim Jaycee Dugard, and his wife Nancy earlier pleaded not guilty. Phillip Garrido could be sentenced to 430 years in prison while Nancy faces 36 years in prison. Ms Dugard was kidnapped from near her home in South Lake Tahoe in 1991 as she walked to a school bus stop. She was kept with her two daughters, now 13 and 16, in the backyard of the Garrido home in Antioch, California, in a compound of tents and sheds. As part of the deal the Garridos made with prosecutors, both waived their right to appeal. Nike outletThey are scheduled to be sentenced on 2 June. 'Courage' Phillip Garrido pleaded guilty to 14 charges of kidnapping and sexual assault. Nancy Garrido pleaded guilty to one charge of kidnapping and one charge of rape. Their change in pleas means Ms Dugard and her children do not have to testify at a trial. Cheap Women Nike Dunk LowDistrict Attorney Vern Pierson paid tribute to Ms Dugard. "Jaycee's courage and willingness to confront her abductors in court directly led to the defendants' plea and life sentences," he said. Police in California came under fire after Ms Dugard's discovery and freedom in 2009 because Phillip Garrido had a previous conviction for rape, involving an abduction, and was on the sex offenders list. Ms Dugard was freed after police officers at the University of California at Berkeley saw Garrido on the campus with her and her children and became suspicious. Nike Dunk HighThey contacted Garrido's parole officer and he was detained at a parole hearing. Ms Dugard has received a $20m (£12m) settlement from the state of California, which has acknowledged repeated mistakes in the monitoring of Phillip Garrido. Labour: Cuts leaving Sure Start 'starved and shrinking' Sure Start children's centres in England are being starved of funds and the network is shrinking as councils implement funding cuts, the shadow education secretary has said. Cheap Nike Dunk SB MidThe grant that funds the network had been cut by about 22%, Andy Burnham told MPs in an opposition day debate. He said councils around the UK were closing centres or cutting services. Education Secretary Michael Gove said many councils were maintaining services and enough money was available. Some of the 3,600 Sure Start children's centres are being cut because the grant that funds them was cut by 11% in last year's emergency budget, and again in the comprehensive spending review by almost the same percentage. Cheap Nike Dunk SB HighThen the government removed the protection from the Sure Start budget. This has left them vulnerable, as councils seek to make up losses to their central government grants overall. 'Smoke and mirrors' Mr Burnham was proposing a motion urging the government to reconsider removing the ring-fencing. He listed examples of cuts from around the country, such as Derby, where he said six centres were threatened with closure, Barnet where he said eight of 21 centres were losing their funding, Bromley, which he said was closing 13 of its 16 centres, and Hull, where he said a 50% cut to children's centre funding meant 13 out of 20 would be "effectively mothballed". Cheap Nike Dunk SB LowMr Burnham also spoke about "smoke and mirrors" in cases such as Hammersmith and Fulham, where centres were not being closed but services in some were being cut in a model of "hub" and "spoke" centres. Some of these "spoke" centres had just a £25,000 annual budget, he said. "Children's centres are closing - right here, right now, highly skilled staff are being made redundant, some centres are keeping the lights on, but nothing more than that," said Mr Burnham. Cheap Nike Dunk High"Sure Start is being starved, it's shrinking. Coalition policy is turning a much-loved, universal service into a patchy, postcode lottery, breaking the prime minister's promises to parents," he said. 'Slur' However, several MPs spoke out to say centres were not being cut in their areas, including West Sussex, Tameside, Ipswich and also Medway, where funding was being increased. The shadow education secretary also told MPs Hampshire council intended to close 28 of its 81 children's centres. But the council had announced on Wednesday that all centres would remain open and cuts of £6m to its £17m budget would apply to back-office expenditure only, leading Mr Gove to accuse Mr Burnham of a "slur" against Hampshire. Nike outletHe said Labour was peddling "gloomy predications" that later turned out not to be true. Ministers have said that enough money remains in the system to keep Sure Start centres open, even as the coalition works to reduce the national deficit, but that they also want to see services better targeted to meet the needs of the poorest parents. "Independent witnesses say the money is there. Well-run local authorities all over the country represented by councillors of different parties are maintaining that network," said Mr Gove. Cheap Nike Dunk Low"In just a few days' time when people think about how to cast their vote I hope that people will reflect on which parties are acting responsibly in dealing with the national crisis and which parties prefer posturing, irresponsibility and the emptiness of eternal opposition," he said. Police investigate Real IRA rally at Derry cemetery Women Nike Dunk High Police have said an investigation is under way into a rally at a Londonderry cemetery on Monday at which masked Real IRA members read out a statement. The dissidents threatened to kill more police officers. Superintendent Chris Yates said police had decided to "run a low key operational response to the event". "An investigation has commenced and I would appeal to anyone who has any information regarding this incident to contact police," he added. The 32 County Sovereignty Movement organised the rally at the City Cemetery to mark the anniversary of the 1916 Easter Rising. Nike outletIt is regarded as the political wing of the Real IRA, the organisation which claimed responsibility for the Omagh bomb which killed 29 people and unborn twins in 1998. It also killed two soldiers in Antrim two years ago and exploded a car bomb in Derry last year. Superintendent Yates said: "Any alleged breaches of criminal law reported to police or coming to our attention will be rigorously and thoroughly investigated. "The PSNI work to ensure that all their actions are appropriate, proportionate and lawful. "Our priorities are to protect the public, preserve public order, uphold the human rights of all and gather evidence of any wrongdoing." Women Nike Dunk LowTalks Meanwhile, Sinn Fein's Martin McGuinness has said he believes talks are ongoing between dissident republicans and the British government. "I did say that last year and I think what I said was vindicated by those investigative journalists who came to realise that what I was saying was absolutely true," he said "There can be no doubt whatsoever that representatives of the British government were speaking to the highest levels of what is called the Real IRA. "As for the situation at the moment, I would be surprised if there isn't still some means of communication between them." Nike Dunk HighThe Democratic Unionist Party's Nigel Dodds said he would oppose any such talks with dissidents. "Primarily because they have shown not the slightest interest in wanting to move away from violence," he said. "I think that's a very different situation from the sort of engagement there's been in recent times with other groups. "These are groups that have shown they are engaged in the most bloody and dastardly types of planning and plotting against members of the security forces and I think they deserve a resolute security reaction and response." Kids Dunk HighIn its statement read out at the cemetery, the Real IRA said police officers would be targeted "regardless of their religion, cultural background or motivation". The organisation also expressed its opposition to the Queen's impending visit to Ireland. "The Queen of England is wanted for war crimes in Ireland and is not wanted on Irish soil," the statement added.
