President Bush picked Carlos Gutierrez, the chief executive officer of cereal giant Kellogg Co., as commerce secretary Monday, working to build a new economic team to help sell second-term overhauls of Social Security and the tax code.

How does a person's original job directly affect their ability to fulfill the tasks of a new one? Both jobs deal with money, they're just different industries. What you said is like saying that Bill Gates couldn't teach a computer class.
